MERPAY & PREBAIRD PVT LTD, operated by PREBAIRD PRIVATE LIMITED, is a payments technology company working on the Bharat Connect (Bharat Bill Payment System) network as a Customer Operating Unit (COU). Our job is the customer side of a bill payment: we enable the channels where a bill is actually paid — a kirana counter in a small town, a common service centre, a co-operative bank branch, a fintech app.
Headquartered in Siliguri, West Bengal, we work with Agent Institutions and business partners who want to add regulated, interoperable bill payment services to what they already do — without negotiating separate contracts with each utility, telecom operator or financial institution.
Every transaction that moves through us carries a Bharat Connect reference number, follows the network's dispute management rules, and settles through the central switch operated by NPCI Bharat BillPay Ltd. That is the whole point of the rail: the customer gets a receipt they can rely on, and the biller gets money they can reconcile.

Where a COU sits on the network
Bharat Connect separates the biller side from the customer side so that neither has to integrate with the other directly. We hold the customer-side licence — which means anyone we onboard instantly inherits reach to the entire biller base of the network.
Central Unit
NPCI Bharat BillPay Ltd. sets the standards, operates the central switch and governs settlement between all Operating Units.
Biller Operating Unit
Onboards billers onto the network and publishes their bill fetch and payment capability to every other participant.
Customer Operating Unit
Our role. We serve the customer side — enabling agents, apps and banks to fetch and pay any bill on the network.
Agent Institution
Businesses we onboard who in turn enable retail agent outlets, kirana stores, CSCs and their own digital channels.
